About This Asphalt / Concrete Repair Project
As mentioned above this paving project had us doing a little bit of everything. The first step of the project was the saw cutting and removal of broken asphalt, as well as broken concrete swale (also known as concrete flow line). Once the asphalt and concrete were broken into manageable pieces we loaded the dump trucks and hauled them off for recycling. Next, we moved into the concrete construction phase with the framing and pouring of a new concrete swale. Once that was done, we gave the new concrete flow lines 48 hours to cure enough to work around. With the new concrete cured we moved onto the Asphalt Repair portion of the project. All new asphalt done by Empire Parking Lot Services is installed in two lifts and as well as rolled in two passes. Once the asphalt was completed all that was left to do was to seal coat the parking lot and re stripe all of the marking back to the existing layout.

Paving Project of the Month: Pepe’s Mexican Restaurant
This month Empire Parking Lot Services’paving project of the monthgoes to Pepe’s Mexican restaurant, located in the city of Fullerton, California. Bordered by Anaheim, Brea, and Placentia, Pepe’s is an amazing Mexican restaurant that is located just a block east from Cal State Fullerton on Placentia Ave. If you have ever been there, you know it is hard to walk by this restaurant and not go in. The smells coming out of Pepe’s in the morning are amazing. The reason this concrete and asphalt paving project was selected as our job of the month is because the work looked great, the customer was very pleased, and the job is a local landmark restaurant with a great reputation. But the main reason it was chosen is that I’m hoping to score some free breakfast burritos from Pepe’s (call me guys) …….Just kidding of course.
A Word about Quality….
Now, as a marketing professional working for Empire Parking Lot Services, I know a great deal about how companieswant to appear to the general public. I must admit, before Empire Parking Lot Services was awarded the asphalt paving contract for Pepe’s, I was already a fan. Pepe’s breakfast burritos had become a habit of mine a long time ago. To call it a breakfast burrito doesn’t really do it justice, though. It should be called a breakfast, lunch, and dinner burrito, because it is technically large enough to feed 1 person all day long, or at least a small family of 5 for breakfast. It’s really big!
About this Asphalt Paving Project in Fullerton Ca.
When Pepe’s called us they were receiving bids from several paving companies for making asphalt & concrete repairs related to their handicap parking area. They needed to provide their disabled customers with clear access to their restaurant and it needed to meet all of the local and federal requirements set forth by the ADA (Americans with Disabilities Act). The bid was to consist of concrete removal and replacement, as well as some asphalt patch back, plus seal coating, and parking lot striping. Furthermore, ADA signs needed to be installed in the handicap stalls, as well as the entrance to the parking lot, and lastly, they needed truncated domes where the new concrete ramps had been installed. The owners received their proposals and ended up choosing Empire Parking Lot Services. The pricing was tight, and that is always a good sign for the customer that all the contractors are bidding the same scope of work. When the smoke cleared, however, Empire Parking Lot Services got the job. With the bidding process being over, the paving work was scheduled and completed.
We started with asphalt and concrete removal, especially where it met up with the existing curbs. Additional asphalt removal needed to be done up against the sidewalk and would be paved back in after the installation of the new concrete sidewalks. Next, we did the concrete side walk demolition. The removal of that area took approximately two hours. With the old concrete sidewalks out of the way, we started the next phase of the project, which was the forming and pouring of the new concrete sidewalks. The new concrete sidewalks needed to be built in such a way that they didn’t exceed the maximum slope allowed by the ADA of 2%. Once all of the concrete curbs and sidewalks were installed, we turned our attention to the asphalt. All of the asphalt patching that was up against the concrete curbs was installed as well as some skin patching. Skin patching is a light surface patch that is used to raise a small area of depressed asphalt that is still mostly intact. The skin patches were installed to control water flow in one area, as well as evening out the walkway that lead from the handicap parking area to the front of the restaurant. The next part of the project was the application of seal coating and the painting of the parking lot striping. With the area blocked off we applied a thick coat of slurry seal to the entire work area and waited an hour for it to dry. Once that was done, it was time to paint all of the line striping and handicap striping back up to the new ADA codes. Lastly, we needed to apply several truncated dome mats. These mats are used to communicate to visually impaired people that they are walking into a path of traffic and to be careful. These mats actually had to be installed a week after the concrete sidewalks where repaired because the concrete had to cure enough to allow the mats to adhere to them. The whole project from start to finish was done in four moves. One move for the concrete, one for the asphalt repairs, one for the seal and striping, and lastly, one move for the truncated domes that were installed.
Challenges on this Paving Project
The biggest challenge that we ran into on this project came during the concrete removal process. Once we started demolishing the concrete, it became clear to us that one of the previous contractors that worked at Pepe’s before us had installed a water pipe, as well as an electrical line in conduit through the existing concrete sidewalks and paving. Not under the sidewalks, but in the concrete sidewalks themselves. This is a very large “no-no” in the construction industry, as it can get people killed. Luckily for us, our bobcat operators are always on the lookout for these issues and spotted it right away. Once we removed concrete from around the pipes, we let the owner of the restaurant get his electrician and plumber to move the pipes underground where they belong. We even trenched the earth for them to allow the pipes to be safely placed underground. There ended up being several hours of downtime, but it was important to get the problem fixed before the new concrete sidewalk was poured.

ADA Construction & Repair Services Help a Local Business Resolve Compliance Issues.
This week in Los Angeles, California Empire Parking Lot Serviceswas contacted by a local Los Angeles based business that was facing an ADA lawsuit. These lawsuits have been steadily increasing in numbers for over the past 10 years, and they are forecasted to become more prevalent in the future as well. Our customer approached us with some concerns after they where contacted by an attorney over their non compliant ADA parking situation. In this case the customer provided us with their own scope of work. Typically we would go out to their place of business and make recommendations but our customer knew what he wanted already. He provided us with the plan and we executed it exactly as he drafted. Some of our customers try to only tackle the ADA issues that they can afford to repair instead of fixing the entire center. This customer chose to do just that.
After seeing the parking lot, we put a proposal together, and supplied them with price, and plan to tackle their ADA Construction project. In this case the problem was pretty simple. They had one area of handicap parking that was not up to code. The main issue was related to the grade of their asphalt. In particular their handicap ramp needed to be raised up, so that they met the ADA requirement of less than 2% grade. Once we provided them with a proposal they made the decision to go with us, and we scheduled a date to do the repairs.
The Day Of the ADA Repairs
We arrived at site at 6 am and roped off the area. This project was located in Los Angeles, so extra care had to be done to make sure the area of ADA construction was clear and available from cars and pedestrians. Typically, this means taking an area a little larger than the actual work area, so that our trucks and equipment can get in and out safely. Once the area was sectioned off with barricades we started with the repairs. These repairs mostly consisted of raising the grade of the asphalt so that it did not exceed 2% in fall. Other than that all they needed was for us to install the appropriate signage, install a concrete wheel stop, and paint down the appropriate parking lot striping and stencils. The work took Empire-PLS crews about 6 hours to complete and the all of the problems where addressed.

This week we had a small asphalt patch back that our customer needed done. The project basically consisted of 1 area of (4 “) asphalt that needed to be installed. The owner of the building was moving in this week and he was making some last minute repairs. One of those repairs was a bad pipe behind the building. They had dug up and replaced the pipe and now they just needed to get the asphalt replaced. The total size of the patch was about 50 square feet and the asphalt was in great shape around it. How the Asphalt Patch Was Installed
We arrived at the project at about 12 noon. It was a vacant building so we knew we had the luxury of scheduling it in the middle of the day. Once we arrived we compacted the soil and base. We do this to be sure we have proper compaction. We do this to avoid air holes and voids that can go onto to eventually form low spots, or worse sink holes. After compaction was completed we poured the first lift of asphalt into the area and compacted it manually. Again multiple lifts are the best way to avoid getting low spots in your asphalt. Once that was compacted we installed the second and final lift into the hole and raked it properly per the customer’s request. Once all of the asphalt was raked in to place we rolled it and used an iron to seal all of the edges. Ironing is critical in having seams that don’t unravel. Strangely enough you hardly ever see other paving companies do this anymore. Once the ironing and rolling was finished we roped off the area and performed a cleanup of any loose asphalt and or mess.

This week Empire Parking Lot Seal Coating had a project start in Anaheim California. Empire Parking Lot Services was contracted to seal & stripe the parking lots of The Anaheim Public Golf Course. Anaheim is one of the largest cities in the county of Orange. If your not familiar with Anaheim its located between Garden Grove, & The City of Orange, as well as Brea, & Fullerton. This was a straight forward project that consisted of several of our most popular services. The first thing that we did was to clean and sweep their parking lot areas so that all the loose gravel, trash, and leaves where clear and free for the seal coating application. Once the parking lot was clear our seal coating crews started laying down the fresh new black seal. We installed 2 coats of seal using hand squeegees and our seal coating machine. The biggest challenge we faced on this project was just keeping the hundreds of golfers that use the facility properly warned about the wet seal coat. For this we staffed people on both sides of the parking lot to communicate that to them. The pavement maintenance project in Anaheim was a pretty simple project really. With a total parking space count of about 70,000 sf our crews made pretty quick work of it. The parking lot has a combined parking area of about 100 parking stalls including the handicap parking spaces. The parking lot striping portion of the project was next up. Parts of the project received 2 coats of seal because we where unhappy about the way the first coat looked. The customer thought it looked good but we did not.

Once the parking lot seal coating was completed, we turned our attention to the parking lot striping. With about 100 parking stalls, and 5 handicap stalls, as well as a dozen stencils including arrows. The crew laid out the project and striped it in about 2 hours. The parking lot painting portion of the project also went with out a hitch and the customer was happy there as well. Our crew loaded up their equipment and headed home.
